A skateboarding contest is going on in the Usa. A skater does a very beautiful manoeuvre and someone in the crowd shouts "he is off his face. This guy is faceless"

I'm a bit confused because this should be along the lines of "that was so awesome", "that was amazing",
clearly excluding meanings like "this guy has no identity" and "this guy is completely drunk".

Could it mean "this guy is on steroids (or any other performance enhancing drug)?"

Not only "not affiliated with any team" but also means that they are perceived (by the skateboarding community) as not doing very much to promote and support the sport. Skaters that buy boards from well-known manufacturers generate helpful advertising every time that they skate (whether on TV or not). Riders that wear patches / logos on their uniform do the same. Riders that wear nondescript clothing and ride generic boards are "faceless', it's skater slang.

A skater or skateboard with no clearcut brand or promotional identification.

This is slang that refers to a skateboarder who rides a generic skateboard and doesn't have any helpful logos or identification or brand names on their board or uniform or equipment. Most skateboarders have all sorts of logos / patches / stencils all over their equipment and they are usually the names of companies or supporters or equipment manufacturers related to the sport. In this case, they are saying that this skateboarder bears no markings and, therefore, is perceived as not doing as much as they could to promote and advance the sport of skateboarding. Alexander, read this: "Non-branded boards and blanks are the single worst thing for the skateboard industry because the individuals that are creating these boards aren’t supporting anything but themselves. **They have no face**, therefore they have no accountability, which means they give nothing back because they don’t have to—much less want to. Therefore, they’re a burden to a sensitive market, and if things don’t change, they could suck the rest of us dry, which could cause the industry to collapse. Maybe they don’t care because they don’t skate, so the rest of us have to call BS and support brands and shops that are supporting skateboarding through and through". Someone who does not do everything that they possibly can to support and promote the sport (by riding a cheesy board and having no sponsors, for example).

BOTH the guy (or girl) AND the board can be referred to as 'faceless'. No logos, no patches, no clear sponsor(s) = little extra added value (in terms of free advertising / market promotion / encouraging the growth of the sport).

It may be linked to your comments about drugs or steroids, since in the UK "out of your face" means to be drunk. To be "off your face" is probably a variation of this.
