In latin nec and ne both mean not .

non=ne=nec.

It is similar to the way that English has so many adjectives that mean the same thing. Huge, large, mammoth, enormous, gigantic.

or in this case, it would be different usages of a negative.

not, neither, nor, no, never, nobody, etc etc
