U-hu. And is a synonym for Ansiedlungsgebiet used elsewhere in the text or is this the only mention of the place?

... or a combination thereof.
I think Jonathan's "commercial development area/zone" is in itself a viable suggestion - but a) possibly implies a larger area than the one covered here, i.e. 200 hectares and b) IMO sounds like commercial development within a mixed-use (i.e. part-residential) area. And Ken has now added that the site is "wholly given over to business/industrial use".
Then again, perhaps Jonathan's idea is the safest bet. ;-)

It appears that the promotional material has as its objective to get businesses to settle in the area. We don't know whether this involves a specific site or industrial park, etc. Without more context, I would be inclined to use a more general, descriptive expression.
