I have actually asked this question here myself a while ago (http://www.proz.com/kudoz/1021959) and learned from chemical experts that there is no exactly corresponding English technical term.
It basically says: add PRODUCT X to water, not the other way round. (With acid and water, there always has to be an excess of water in the kettle during mixing, otherwise you might get sort of an explosion.)

is how I see it, i.e. water is premeasured and present in the vessel before Product X is added
