Am I wrong in thinking there is a mistake here...
V Slovenskej republike počas ***čerpania rodičovskej dovolenky*** vykonáva samostatne zárobkovou činnosť
It strikes me that you cannot "čerpat" maternity leave and you can only "čerpat" money or some sort of benefit. The person in question is being clobbered for being involved in self-employed work when on maternity leave - but is dovolenka here some form of benefit rather than just leave and is that the reason for "čerpania" which does not make sense to me otherwise? Thanks for any help.

while on parental leave
Dear Charles,
these are the incomprehensible particularities of the Slovak administrative style.
"Čerpať rodičovskú dovolenku" means that the state gives you a ceratin amount of money every month for taking care of your baby for a period of 3 years, if I am not wrong. Your receive "rodičovský príspevok" (a social benfit) when you are on the leave.
I hope this helps.

Zákonník práce umožňuje zamestnancovi čerpanie dovolenky, na ktorú mu vznikol nárok do konca nasledujúceho kalendárneho roka

Charlie, the expession(s):
"čerpat dovolenku" (aj matersku, rodičovsku)= to draw (time and benefits)"
"dovolenka"- vacation (not in your case) or leave
"počas čerpania rodičovskej dovolenky " - "while on parental leave"
materska dovolenka - maternity leave is usually 28 weeks in lenght
...and after maternity leave, the parental leave is available to employees who have parental responsibility for a child, with benefits (mother or father ... or ). The lenght of parental leave is 3 years, but if the child is having a health problem it is 6 years.

while *** using / utilizing her / his parental leave
I would translate "čerpania" as "using or utilizing" for this context.
