Was selected best in the city
"All city" usually refers to football (American) championship teams selected on the basis of their athletic prowess from among the various (high school) teams in the city. That is, the quarterback is selected from school A, the center from school B, etc.
Signifies their rank among their peers.
Probably a jab at Al Bundy's football record from high school.

And 'All city' really means something in a city as large as Chicago where "married with children" is set.

Born and grown up in the city, not in the country with lots of animals
This is what comes to mind! A city person, born and bred and not used to having animals to love as a child.
Note from asker:
thing is, the dog has been in their family for years by now. in a sense, they're trying to flatter the dog here. so i thought it's supposed to be a compliment of some sort. |
