I guess chimbo means some kind of container in LA, but the term is rather casual for a power plant.
The only way for this to make sense is, these should be the cooling water tanks (cooling cycle).
Pretty sure that's what they are.

It could also be the "day-tank", a round, squatty tank (buffer container) with cooling water. But this only in very small plants, less than 5MW, and aged technology at that.
The only way for this to make sense is, these should be the cooling water tanks (cooling cycle).
