P and S have been for a long time at opposite sides of a long business dispute. P has got the courts to come down on his side, so S has asked to have lunch with him to see if they can strike a deal:
I know árnica is a kind of poison, but I don't understand the meaning of the saying.

THREW IN THE TOWEL

asked him to (relent and) meet him halfway
Árnica is used in a skin cream in Mexico and commonly used for small abrasions and even burns, I believe. I think this phrase is referring to S asking P to relent and rub some salve on the wound, so to speak. P refuses and therefore does not heal the fissure.

Hmmm I am still checking on this! In the meantime, árnica can also be smoked and is harmful than tobacco . See :http://www.ecoaldea.com/plmd/fumables.htm#sectARN
Could smoking the peace pipe have anything to do with this?
S already won, so P is asking him to reconsider.
