***Core funding*** refers to money used by an organisation to cover core costs such as wages, rent and utilities. It is a common dilemma to find organisations that have project funding, but can use little or none of that money to ensure the survival of the NGO itself. Although trends in funding are constantly changing, every NGO has a constant need to fund its own core infrastructure and there is a limited range of options to achieve this.

Introducerea progresivă a ***matching***-ului în finanţare (termenul semnifică o modalitate de distribuire a subsidiilor bazată pe multiplicarea cu un indice variabil a resurselor atrase din sectorul privat) va stimula instituţiile culturale să se angajeze în parteneriate public-privat extinse şi productive. Managementul subsidiilor va fi realizat prin consolidarea unui sistem al fundaţiilor de utilitate publică pentru finanţarea indirectă a organizaţiilor neguvernamentale, menit să gestioneze în condiţii de eficienţă şi competitivitate repartizarea fondurilor bugetare.
