This Mexican legal document has three sections that each begin with an upper-case word in bold: VISTO, APRECIENDO and ACUERDA. I know the first is "Whereas", and the last is "Resolve", but I've never seen Apreciendo. I understand basically what it means, but can't find the perfect word. Here's what follows it:
APRECIENDO: Que en esta misma fecha fue enviado a esta Agencia de....

I would translate the others differently:
Visto = As
Acuerda = Agrees/Agreement
They seem to be introductory expressions to something that he is going to explain next. See the THAT following the expression used.
