The Latin spellings of Hong Kong names is very arbitrary, as the spellings are typically selected from a commercial code book published on the mainland and often have little or no correspondence to the Cantonese pronunciation. Moreover,there is not a one-to-one correspondence between Latin spellings and Chinese characters in the code book, and parents are free to choose for their children whichever spelling they prefer. Hong Kong place names are often just as confusing. I have this knowledge from a Hong Kong Immigration Officer who is familiar with Hong Kong naming practices.
