'backfill' is more specific than 'fill'. It means filling existing positions that have been vacated for various reasons (rather than filling new positions created, for instance, through growth).

vervolmaken

Backfill gaat over vullen, vol maken. Ik denk dat ze inoverdrachtelijke zin bedoelen dat ze die "skill base" willen blijven vervolmaken.

opvullen

Misschien betekent het 'opvullen' ? (in de zin van 'vacatures opvullen') - ik vond o.a.: 'working to backfill a position at my company' en 'working to backfill vacancies' . Aangezien de 'skill base' (mate van deskundigheid) blijkbaar erg hoog is in Dublin ziet de spreker nog wel kansen voor zijn bedrijf.
