Sentence: 他說：「美國私立大學的學費比公立的貴。」我說：「全世界都是這樣。」
1st Attempt: He said, "The tuition of private US universities is higher than that of public ones". I said, "It is the same the world over".
Question One: Could the second quote be rendered as 「全世界都這樣。」with no change in meaning other than perhaps emphasis on the author's believe that it is the same everywhere.
Question Two: Since the entire dialogue is given in quotation marks may I assume that past tense is the appropriate way to introduce each quotation.

1) Yes, 是 could be omitted here without changing the meaning. It would more likely occur in spoken Chinese though.

The phrases "the same all over the world" and "the same the world over" are identical in meaning. I find the second less wordy.
I was very happy to learn that 是 could be omitted. It confirmed my belief that even in the Chinese mind there is sometimes confusion about what is and what is not a predicate adjective and predicate noun -- not that these terms even enter into the Chinese mind when Chinese express themselves, of course.

Q1 is correct as "全世界都這樣", "it is the same all over the world".
Q2: I think in this sentence, it means the tution fees are expensive, no matter in the past, present or future.
