First Attempt: This place has several thousand faculty members, but only one school. Don't you find this unusual?
Question One: What is the meaning of 學者 in this context? Is it only the faculty or does it include both students and faculty?

i) Have I captured the meaning of the sentence part 「你說奇怪不奇怪？」correctly?
ii) Is it common to use this type of question format in the absence of a post-sentence particle？ For example, why not write 「你說奇怪不奇怪嗎？」or even 「你說奇怪不奇怪呀？」

I'm afraid you've missed the gist of this sentence:
This area has educated people by the thousands, yet it only has one college. Don't you find this unusual?
The person is implying that all these educated people couldn't have graduated from this single college.

On second thought, you're understanding is correct. It's odd that with only one college in town there are that many academics in the area. They can't be all faculty members or researchers employed by the school.
I'm afraid you've missed the gist of this sentence:
This area has educated people by the thousands, yet it only has one college. Don't you find this unusual?
The person is implying that all these educated people couldn't have graduated from this single college.

most likely, 學者 is the typo for 学生。You don't need to care how many 學者(scholars) there are in this context.
"Don't you find this unusual?" is a fine translation but it literally mean "Don't you find it strange?", a much stronger tone.
你說奇怪不奇怪？and 你說奇怪不奇怪呀？are the same, with the latter sound a little louder(more emphasized).
呀 is a particle for a 設問句， which is affirmative/declarative in the form of a question for emphasizing.
嗎is not proper to use here, because in most cases, it indicate a real question, which yo uanticipating an answer.
