Western Style or
This is a Japanese standard for a "western style" opening envelope. As it is a Japanese standard sizing, this is alternately called "Western Style" or "Youkei" usually followed by the size number.
As other reference, I recently translated a multifunction device manual for a major manufacturer and the customer directed me to translate as "Youkei."

Western style
There's probably no particular term, because in the west this would be considered the standard. Japanese and western standards for paper sizes (and book sizes) are inconveniently different.
