I don't think there is a direct equivalent term in Spanish, but I did find this web site from a Cable TV company that mentions the problem http://www.cablemas.com/01b_preguntas_frec3.html (scroll down to the third-last symptom "Síntoma: La imagen se corre o se pasa.".
This problem is due to the CCTV cameras mentioned in your original phrase not being synchronized to each other (no genlock), so there will always be some vertical roll when switching between cameras, as the switcher adapts to the sync pulses of the new camera. The only way to fix it is to use Time Base Correctors (TBCs). Changing the lighting (as mentioned in the original text) won’t help at all.
