Do these lines mean that:

The cartridge is low

I think it actually means "some printer consumable is low/empty".

Cartridge or something else.

It could meant that the printer cartridge is low / empty or it could also be paper. The meaning is: Something that the printer uses, whether ink or paper is low or empty.

Printers don't have something else. They have some consumables like Ink/toner/cartridge or specifically treated solvent. Most times this message means low/empty cartridge, toner or ink.

If translation must be accurate we need to do research with people that know how. Sometimes we can't find experts and we have to make an informed guess but this is not the case here, the selected answer is too vague.
