Looking at the first website reference, I think "dog bone" or "dog bone tool" is a tool that is shaped like a dog bone - with round end on each side. I think "ball" or "ball tool" is probably the same thing. You can see the picture of the tool in the website.
For the Japanese translation of "dog bone", I found the second website which has "ドッグボーン". Another Japanese website http://www.geocities.jp/peekaboo028/biginers.htm has "ドッグボーンスティック". For "ball tool", I found a website http://www.sugar-work.com/2004class8.htm, which has a photo of the tool and the Japanese word "ボールツール".
