afterthought

Non-PRO English Other Linguistics
I know the meaning of this word, but I can not grasp it in this particular phrase:
"Once major operations had ceased, however, it soon became clear that postwar planning had been, at best, an afterthought". If you could propose a synonim instead, please. Thanks in advance.
