Yet another gem from a client that tends to make a mess of syntax, and can't be reached to clarify meaning. My sense is that the sentence between asterisks should read "For many, diverse cultural expectations can make difficult..." (or something along those lines).
Any and all input will be appreciated :)
Some people are not convinced that their opinions matter-it’s one of the barriers that their experiences of bias have created.
These people need to know that their serious reflection and willingness to talk about what they are feeling and why will be treated with serious respect.

: Brilliant solution. Even though it may not be what the author intended to say, it makes 100 times more sense than the source sentence. I would recommend it in the absence of clarification from the client.

I agree with Robert and Paul that there is a word or words missing and you can guess, but not know for sure, what the writer meant. If you will not be able to consult with the client before the translation is due, what I would do is make a sensible sentence making as few changes as possible. Maybe:
For many, diverse cultural expectations can make participation difficult because of the effects of bias as well as diverse cultural patterns of participation, respect, dealing with disagreement, and so forth.
Is the person who wrote this a native English speaker? I ask because even if words were accidentally left out, the use of the words "on" seems odd....
At any rate, it is absolutely not your fault if you "get this wrong," in my humble opinion. Good luck with it!

This sentence strikes me as being beyond redemption. Perhaps there is a word missing. I would try to contact the client. If they don't get back to you, translate the gibberish into Spanish, with a note when you submit. Good luck!!
