I read this as "the bolts of the flange of the valve" rather than "flanged bolts".

Oxford dictionary> Flange: a projecting flat rim, collar, or rib on an object, serving for strengthening or attachment...

disagree Giovanni Rengifo : You´re right about "brida", but "un tornillo" is a screw, which is not the same as a "bolt".
