We believe that there should be ***ring-fenced aviation taxes*** and income taxes on industrial carbon dioxide producers, together with licensing and regulation arrangements.

the meaning is quite clear from the context. It is the proceeds from the taxes in question (which I understand are paid by environmental culprits) which must be set aside (cantoné, you could say in French) presumably to be put to specific, environmentally friendly, use. I know I haven't really solved this one for you Claudine but I hope I've pointed you in the right direction.

"Protégées" not necessarily the right word as I think it means taxes that operators can't avoid paying. Can somebody else come up with a suitable word?

Having read the other comments, "(fonds)réservé" comes to my mind.
"Les fonds réservés sont des fonds rattachés à une utilisation précise qui ne peuvent pas être affectés aux fins générales d'un organisme de bienfaisance enregistré."
