I have a good idea of what this means, but am not sure of the precise term for it. It is some sort of stop, or stop lock, a hydraulic blocking mechanism, which in this case is clearly used to lock a part of the equipment (in this case the inboard arm of a hydraulic loading arm) in place, as suggested by the following supplementary context:

I can imagine a hydraulic adjustable end-stop system, whereby once this "hydraulic stop" has been set, other hydraulic systems will not be able to drive beyond the position of the countering stop.

'Hydraulic lock' was also a possibility, but here the stopping and the locking turned out to be two separate (although related) things... so I used 'stop' for the sake of accuracy. I am translating a similar text as we speak, but I can't figure out what type of mechanism your fragment is about. However, I could point that anchorage blocks are a subcategory of thrust blocks, used to hold in place and sustain hydraulic efforts in pipes, for example. Hope I could help you.

Hydraulic lock

I keep coming back to hydraulic lock but it's honestly just a guess.

I've picked out one site which gives some info and some nice photos which may or may not help you. The site is for hydraulics in mines but the explanations on the different hydraulic locks are not bad.
