Can anyone tell me what the meaning of this article's title is? I have a reference to this article in my text, and I can't make too much of it. Thanks

cesspools of blame

A cesspool is, literally, an outdoor/underground container for storing sewage. In this case, the article title is a play on words related to the article's subject: manure. So, it basically means "messy shitpiles of blame", or that blame is being thrown around messily or in disgusting ways. I hope that helps.

The titel of the article is a a word play on the title of the original report "Cesspools of Shame". This title also contained a pun: the report was about pollution and revealed many problems (the "cesspool of shame)"

overwhelmed by blame

According to the article the NRDC is the one responsible for promoting laws that would ultimately destroy a huge portion of the wildlife habitat.
The title is therefore meaning that the NRDC should be overwhelmed by feelings of blame since the very laws they promoted cause the ecological mess desribed - see article
