While concurso normally means a contest or competition I think that the term tender is more common in the construction industry, at least in Canada and the US. For example, all drawings and specifications that are issued for the contractors to bid on are called tender documents, and usually a notice is put in the major newspapers or trade journals calling for tenders.
My only doubt is if this fits with the context of your document.
