Rather than a literal translation, I am offering the title of a comparable law in Spain as a possible translation. In Spain this law is called Ley Orgánica 9/2002, (de 10 de diciembre, de modificación de la Ley Orgánica 10/1995, de 23 de noviembre, del Código Penal y del Código Civil,) sobre sustracción de menores.
As you can see from the Illinois site below, this is the translation used for the title of this law in the US:

I wish to withdraw my suggestion after seeing that the text to be translated above does not refer to "sustracción de menores" in its usual sense (nor to the protection of children in general), but rather refers exclusively to a proposed law seeking to prohibit the transport of a child across state lines for the purpose of having an abortion. As many articles available on the web mention, the title of the bill is a misnomer.
As you can see from the Illinois site below, this is the translation used for the title of this law in the US:

: Its a misnomer to call it a custody protection act, its all about aiding a minor to leave state in order to have an abortion. However, CONSIDERING THE Facts, your answer is most appropriate IMHO. Duh I didn't see your comment earlier
