4 KudoZ points awarded for this answer. Comment: "Lesley, thanks for the information. It was really helpful. Thanks to the rest for your suggestions. I'm pretty sure "folly" is not a PLAY in this context (see definitions above)."

Bacground info about the contest on the organizer's website is very helpful to put the term into context:

Artists, architects and designers from all cultures are asked to make a sketch-design for an adventurous and expressive construction capable of achieving interaction within the context of the area and offering an environmental experience to the visitor.

Follies that will entice people to visit them, to study them, or else to drift off to another world. The folly will act as an intermediary between the genius loci and the public.

The history of the folly is equivalent to the history of the name folly, as regards the origin ascribed to the word as well as the meaning attached to it throughout the various ages. It essentially means: an architectonic object that is built to express a concept rather than for a functional purpose.

Since the fifteenth century, architecture has played a role in Italian and French garden as an element appealing to the imagination in a landscaped garden. The French word Folie has several meanings, such as: garden of delight, outdoor shelter as well as countryside landscaped garden. Constructing a garden was akin to achieving a heavenly dream. Architects were commissioned to come up with a building which primarily aimed at creating a mythical or mystical atmosphere.
