The term shoud stand for either شبكة نفوذ/ شبكة فعالية , and when it comes to investments ... well, the same site and this one:

which is offering "laveraging" to be "The borrowing of money for investment purposes" ...
the meaning becomes: شبكة القروض الاستثمارية which; in my opinion, works better in your context.
