: ma már egyre gyakrabban (ritkábban) (nem) csinálnak papírt, legalább is beszélnek a szándékról, tehát ok.

Comment: "Köszönöm mindkettőtöknek. Úgy látszik, már túl fáradt voltam. Különben is úgy hangzik, mintha ezt mondaná: "a hajkefével fésülködjön meg". Vagyis részben teljesen nyilvánvaló, tehát minek, ráadásul rosszul fejezi ki magát."

As a matter of principle, it is not for the translator to correct texts as she sees fit. As a matter of the particular case this maybe acceptable but rather the exception than the rule.

Discussion
The "up to a point" doesn't refer to you, it is a footnote that if a so called "precise" translation is not understandable or easily misunderstood in the target language, or not used, (often a question of US-En/UK-En) then I don't think it's right. I am talking mainly about expressions being translated verbatim, - fairly common when you google for Hu-En translations - then it is perpetrated, because it is on the net, and I must say, I don't approve of that.
