Depending on the context it can be translated in a few ways. Could you perhaps supply full sentences?

is what "strekkende tot" usually means. As rightly pointed out by one of the previous answerers, however, you can safely / comfortably ignore this (useless) expression, depending on the phrasing of your translation.

True, but in this context it does seem appropriate to me. Of course I could also be wrong as I don;t consider myself to be a legal expert.

I think you can "ignore" it. It can usually be translated with covering/extending and in your case it involves dates/periods and therefore the 'tot' already implies it.
