I'd go with Captial Procedures Act for that one. Again, leave the German in there too (I'd use the full form).
The only fitting instance of Kopp that I found on the Web was "Da es sich bei dem Löschungsverfahren vor dem Amt um ein Verwaltungsverfahren handelt, sind die Erfordernisse der §§ 11, 12 VwVfG von Amts wegen zu prüfen. Fehlt nur eine der Voraussetzungen der vorbenannten Vorschriften beim Antragsteller, so muß die Behörde, an die der Antrag gerichtet ist, diesen als unzulässig ablehnen (vgl. Kopp VwVfG § 11 Rn. 2; § 12 Rn. 20). ",
Where I think that they are refering to a person called Kopp, or a case where Kopp was one of the parties, So I wouldn't translate it. Check with your customer if you're not sure.
