I think the original text is referring to the current handling capability of the said enamelled wire. If it was frequency or voltage, it would have said 高频or 高压.

I\'m assuming this has nothing to do with electronics but refers to wire installed in a harbor or breakwater, e.g. It makes no sense (to me) for wire to be tolerant of high frequencies, and anyway it would be inadmissible of the Chinese to omit the word pin2 in this context.
So in the absence of more context, I think the text is referring to actual waves of water.

But see asker's other question involving ping2 bo1. tu1 bo1 can mean surge of any type of wave, electrical or water. And wherestip is talking about current not voltage
