An easy question is one that any bilingual person would be able to answer correctly. (Or in the case of monolingual questions, an easy question is one that any native speaker of the language would be able to answer correctly.)

A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).

Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

dair ... karar From your quote, I am sure that this belongs to a longer sentence. The word 'dair' is linked to 'karar', and the clauses before 'dair' tell you what the decision actually was. There must be a list of clauses all ending in the -a/e case. The basic sentence is "...-a, ...-a, ....-a (etc.) dair ... karar ... anlatıldı."

I believe that "Dair" is not a part of the previous sentence. Although it looks like it is the continuity of the previous answer, it is not. I was confident but sought an expert opinion as well. I asked a judge who has 28 years of service. He said [phrases like verilmesine, reddine, tutulmasına etc. are assumed to be followed with (karar verilmiştir), yet judges don't complete the sentence, because it is obvious that the decree is being declared. (karar verilmiştir) part is assumed. The items or sentences following the decree are usually other details such as proceeding routines, certain procedures etc. that are not included in the decree. As an example, if the judge does not specify who would pay for court fees in the decree section, he/she can add it after cutting the decree with '-mesine,']. Considering that our legal professionals do not use perfect Turkish writing rules (take a look at a Power of Attorney for instance), it is not surprising to me. Hope it helps.

If so, 'dair' appars to be at the beginning of a sentence, but if you look more closely you will see that this is actually all one long sentence (irrespective of the fact that 'Dair' is capitalised), and you will see that 'dair' actually refers to all of the points listed above.

'Dair' is not part of this phrase 'Taraf vekilleri' is 'the parties' attorneys'; 'dair' is not part of this phrase, it means 'about, regarding, concerning etc.' and has to do with the preceding phrase.
