: Consc. obj. seems too narrow (see definition). War refuser seems ok but seems to leave out civilian refugees. Added: war refuser is the only possible term (to include those in the military).

"War refuser' would include civilians who flee "för att undgå förestående krigstjänstgöring". 'War refugee' includes all those - men, women, children - who flee a war zone to escape the ravages of war.

I don't know if it fits exactely in the context...

: Ok if we regard deserters as war refugees (see definition I have quoted above). Added: consc. obj. is by definition not in the military, so the correct term is "war refuser".
