I'm having a mental block here - just can't make sense of the second bullet point of the results of a project:
- elaboracion y ejecucion de un proyecto de letrina para el barrio XXX
- ***fortalecimiento del sistema de referencia y contrarreferencia comunitaria.***
I would have thought that "de referencia" meant the system referred to in the first point, but how does that work with what follows??
