public garrotting
"Garrote vil" refers to the PRACTICE, not the instrument. The three types that Oso refers to were the three "styles" or "formats" in which the practice was performed in public, not three types of instruments. I suspect that the "vil" remained attached to it as a means of distinguishing between the practice and the instrument.
"Public garrotting" in English has even taken on an extended metaphorical sense, as shown in the last two examples below.

Oops. That's GARROTE and not GARROTTE. I have a slight preference for keeping the Spanish in your translation, since the Spanish term is used in English, too.

garrote: instrument and method of punishment (there used to be 3 types: ordinario, vil y noble)
Hola Ana Laura,

garrote
Webster's 3rd:
Main Entry:1gar£rote
Variant:or gar£rotte also gar£otte \g**r*]t, ga*r-, -*r*], *gar*] also *ger*], usu ]d.+V\
Function:noun
Inflected Form:-s
Etymology:Spanish garrote club, garrote, probably from Middle French garrot heavy wooden projectile
1 a : a Spanish method of execution by means of an iron collar affixed to a post and tightened by a screw until the victim is strangled b : the instrument with which the execution is effected *before each turn of the garrotte the Greek was ordered to tell the truth— W.S.Maugham*
2 a : strangulation as if with the garrote especially with robbery as the motive b : an implement (as a length of piano wire with wooden handles) used for this purpose

Adding "vil" to the English might underscore you are talking about the Spanish instrument devised for strangulation (but you might have to say so to make it clear).
If you search for "garrote vil" +strangulation in Google you will come up with some hits that show instances in which the Spanish name is used with the explanation "death by strangulation" or something to that effect in parenthesis.
Still, the correct English term is garrote, gsrroting is strangulation with a garrote.
