As far as the concept goes, the amount of income not taxed is tax-exempt income.

A tax agent (in Russia) has no authority to exempt any income from tax, so the amount in question is taxable, but not taxed by the tax agent for whatever reason. So it's closer to 'the amount of taxable income not duly/timely taxed by tax agent'. Not that succinct, but truer to fact :) (a tax agent is not a tax officer, it's any entity obliged to withhold tax from someone's income)
