"Commission districts" does exists but seems to be only associated with the Scouts and other voluntary organizations.
In the British Empire, a District Commissioner was an important official in charge of the administration of a district (but the districts were just called Districts). This seems to me to be a reasonable comparison, but there is no really brief way of putting it.
Thank you Jack for your explanation. Same associations (even much more towards "communism") are existing in the Russian language. But as long as this translation is targeted at the professional historians, I hope they will recognize both meanings. However, I am still inclining towards Commissary District. This was, I believe, the purpose of these administrative formations: to provide supplies to the the [military] fore posts in East Siberia. Thank you for your clarifications. |

: Commissioner's districts//Doesn't to my ear, as there are "commissioner's districts" in some US states. The meaning is different there but I guess "комиссарства" were units ruled by "комиссары", i.e. "commissioners"

Thank you. Maybe Commissioners' districts, but it sounds a bit contrived.
