I looked at this for about five seconds this morning before going out, but reading it again I think it's saying something else. 5度へ平行 is 'parallel motion up to the dominant (fifth).

The second movement starts off with a plain theme that features a simple accompaniment with a parallel fifth.
Not knowing the first thing about music, I don't know if that makes sense or not. I started out doing biographies, and now they have me doing reviews, which are nearly impossible for me.
