The trend seems to be to include both terms, to make things nice and clear for the english-speaking public, and just "mounted spotlight" refers to something a bit more... I don't know, specialist?
But google image for bügelstrahler doesn't show /exactly/ the same things as (wall/ceiling)-mounted spotlights, in particular it seems to be more into multiple spotlights on the same frame, possibly running, so I'm not convinced that this essentially literal translation is really the right answer.

: This works - the details of the product are not defined by the name. Could also use "wall spotlight" or "ceiling spotlight", as in e.g. IKEA.

After having googled, it seems that the main feature of a Bügelstrahler is that it is adjustable by tilting.
