Bei den Kunden waere es wünschenswert, wenn man explizit diejenigen Segmente erwaehnt, die in keinem Fall von einer der beiden Vertragsparteien bearbeitet werden duerfen. Als da waeren unter dem Begriff Off-trade:

etc.

Is this a Swiss-German construction meaning "These should include"?

"Als da wären" is not dialect, but is rather used in spoken language. A better style of written German would be e.g. "diese lauten" or "namentlich lauten diese (wie folgt)".
