Assuming this isnt a trick question, to submit an offer means to make a suggestion as to how you would fulfill a contract, generally with a price and the level of services you are able to provide. (In german its, as mentioned elsewhere, "ein angebot abgeben")

Depends on context:

at an auction you would say "abgeben";
for a face to face deal you say "unterbreiten";
"machen" is also OK, but simpler.
