The piece of French text is talking about non volatile memory that is a physical element that is burned open - "tels que des résistances en métal ou en polysilicium". If the rest of the text is talking about physical elements as well as opposed to electric as in an EPROM, I think fusible link would be appropriate; the subjuntice 'soit à base de' is signalling there could be an alternate memory type immediately following this text that is electronically programmed, in which case memory point might be used to classify both the physical and the electronic memory points
