The "tarif de responsbilité" is the basic/standard reimbursement rate by the "Sécurité Sociale." It's the rate that is used to determine reimbursements for medical services. Literally, it's the "obligation rate", or the basic/standard rate the Sécurité Sociale" must use to determine reimbursement amounts.
Also, "convention" means medical services performed by state-funded physicians/hospitals, as opposed to private medical institutions. The French could have used the adjective "co

You are probably right, it must refer to "tarif conventionné", ie the standard reference rate covered by the French public health system with approved professionnals and health care institutions. This is also used as a reference by private (so called "complémentaires") insurance companies to set the percentage they cover.
