avance sur recours

This appears in an HR form about accidents in the workplace and features as follows: 'Défense - recours et avance sur recours'.
The particular sentence it refers to appears to be about fees in relation to an insurance policy in the event of an accident. I assume that 'recours' refers to appeals or legal aid of some sort but I'm not sure what 'avance sur recours' could mean.
Any help much appreciated. Thanks.
