Maître d'oeuvre = designer,(consulting) engineer, consultant, architect, (main) contractor, builder - the person/entity who builds that something.
Maître d'ouvrage délégué - management contractor - a main contractor (see above) who, rather than being in an adversarial position relative to the building owner (as above), acts as an adviser to the owner's consultants etc. and supervises construction operations carried out by other contractors.
