My two cents.
This sentence means that the state must do some strategic thinking and work with the private sector. Favorable business conditions alone do not suffice. I hope this is clear, English is not my mother tongue.

: Better, a "strategist state" [attributive noun]. It's not that the state itself is "strategic", it's that it's thinking and acting strategically.
