Shirts with classic collars should be arranged with the collar pointing towards the customers, all other models should be arranged with the collar pointing towards the wall, so that they face the customer.
No, the person who wrote the text doesn't have a good command of the English language. This doesn't necessarily mean he or she doesn't know the language.
My own interpretation isn't perfect, either :)
