This is a term in a list of occupations probably for a job-brokerage site. I am translating it into Finnish
What 'road clearer' could most probably mean? I have two guesses:
1. One who clears the snow from the road
2. One who clears trees and stones so that the road can be build.

Clears the way (whether there is a paved road or not) so vehicles/people can pass
From what I see in Google, this can hardly be "clearing ground for building a road".

: Of what? / I applaud your extensive research and deep reasoning. Road clearer: clears the way... so vehicles/people can pass. Furthermore: 'this can hardly be clearing ground for building a road' but next: 'jungle vegetation, broken trees, rocks...' :-)))
