First, decisions regarding a low probability high consequence (LPHC) loss are compared to a high probability low consequence (HPLC) loss, holding the expected loss constant. We show that a risk averse expected utility maximizer should be more likely to invest in self-protection for the LPHC risk while prospect theory, due to convexity of the value function over losses, allows for the opposite, that individuals are more likely to invest in self- protection for the HPLC risk.
